So basically melee lords can devote to khorne or slaanesh, sorcerer lords to nurgle or tzeentch. Exalted heroes can go khorne or nurgle, and sorcerer heroes can go slaanesh or tzeentch. As some other guys have said, nurgle comes across as the least evil and sadistic of the chaos gods. His followers do terrible things but they mostly believe it's for the best for the people they're done to. There doesn't seem to be the same hatred or pleasure in violence that you get with say slaanesh or Khorne.
I think thats kinda how it works. Like Khorne is most likely to ally with Nurgle because they could theoretically co-exist.
